eProc UP: Complete Login, Tender Search, and Bidding Process

The eProc UP is the online procurement portal of the Uttar Pradesh Government, to simplify and streamline public bids. On eTender UP , tenders from various categories like infrastructure, IT services, healthcare, and general goods are published. The registered vendors or contractors get new opportunities to bid for contracts with a transparent, paperless, and secure system.

This portal provides features like easy tender search, online bid submission, reduced manual delays, and EMD exemptions for MSMEs. The eProcurement UP Portal ensures fair competition, accessibility, and growth opportunities for entrepreneurs and established companies. eProcurement UP - Tender Search Process

After registration, finding active tenders on an eProcurement Uttar Pradesh portal is the first step. Suppliers and contractors need to search relevant tenders to participate in UP government tenders opportunities. Vendors can easily search their relevant tenders based on department, location, or category, by using the tender search features. This makes the tendering process easier and transparent.

  1. Visit the eProc UP Portal.
  2. Enter the Registered Login ID and password to Login.
  3. After successfully login, the bidders will be able to view the Dashboard and their profile.
  4. Click on Search Active Tenders to get the matching tenders. The tenders can be searched basis the following parameters:
    • Tender Info - Tender ID, Tender Reference Number, Form of Contract, Tender Category
    • Product Info - My Product Categories, Work, or Item Title, Product Category
    • Organization Info - Organization, Department, DIvision, Sub-divison, Pincode
    • Payment - EMD, Tender Fee, Processing Fee, Estimated Value, Payment Mode
    • Other Parameters - Date Criteria basis published date, Bid Submission dates
    • Selection Criteria - Two Stage Bidding, NDA Tenders, Preferential Bidding GTE, ITE / TPS, Tender Fee Exemption, EMD Exemption
  5. Bidders can save the relevant tender in My Tender section by marking it as favourite tender.

The bidder needs to go through the tender documents in detail and then start the bidding process.

eProc UP - Types of Bids

The bidding process on eProc UP is generally classified into three categories as follows.

  • One-cover bid - includes technical, financial, and eligibility details in a single submission.
  • Two-cover bid - documents are separated into Technical and Financial parts (BOQ). Here the financial bids are evaluated only after technical eligibility is confirmed.
  • Three-cover bid - it includes an additional step for eligibility or pre-qualification, along Technical and Financial part (BOQ).

eProcurement UP - Bid Submission Process

It is important to complete the UP Tenders registration process and the tender requirements properly to increase the chance of winning the contracts.

  1. Click on My tenders to view the saved tenders and the details. It is important to read the details and then start the bidding Submission.
  2. Click on the Proceed for Bid Submission to start the bidding.
  3. Agree to the Terms and Conditions of the Tender.
  4. Confirm the details on the Corporate User Details Page
  5. EMD Process - Select whether the company is exempted from tender fee payment or not.
    • If yes for EMD exemption - provide the Exemption type (percentage/ Fixed) and Enter Exempted Amount or Percentage. EMD amount to be paid after exemption & upload the Exemption certificate.
    • If no, then pay the Tender Fee and EMD Fee
  6. Enter details of Tender Fee and EMD Fee in case the payment is done through an Off-line mode - Payment mode, Instrument Type, Instrument Number, Issued Date, Expiry Date, Amount, Issuer Details, Challan Number and the Account Number
  7. Upload the document basis the type of bid - One-Cover, Two-Cover or Three-Cover
  8. Move ahead and Freeze Bid to complete the Bid Submission Uploaded Process
  9. Save or Print the Acknowledgement Page for your reference.

Documents Required - eTender Uttar Pradesh

The tender documents required for participation will be Tender-specific, as different departments may ask for documents. However, the generic documents required in most of the tenders in eTender Uttar Pradesh are:

  • Enterprise Status Declaration (MSME, SC/ST, or women-led enterprises)
  • Receipts of Earnest Money Deposit (EMD), Tender Fee
  • Technical Bid (Proposal, Experience and compliance documents)
  • Financial Bid (strictly in prescribed BOQ format or mentioned format)
  • Power of Attorney (POA) authorizing the bid signatory
  • Declarations and Affidavits (non-blacklisting, compliance confirmations, and others)
  • Integrity Pact (if required in the tender)
  • Signed & stamped copy of the complete tender document
