GeM Catalogue Management Guide: New Product Listing, Category Creation on GeM Portal.

A GeM catalogue is a product or service listing, created by sellers on the Government e-Marketplace. It includes details like specifications, price, brand, and delivery terms, allowing government buyers to search, compare, and purchase the listed GeM products. The procurement is done through direct purchase, bidding, auctions, or tenders.

There are 10,880 products and 349 services categories available on the GeM portal. The sellers can complete the GeM Catalogue listing of their products in the relevant categories and manage them. The products are also approved by OEM for the applicable categories through the OEM panel.

GeM has created a lot of business opportunities for the OEM. resellers and contractors. In the last financial year, there was 7,237,301 order volume and the value was Rs 543,028 Crores. The order volume is increasing consistently every year and in the current financial year, it has already reached 4,662,908 with order value at Rs 323,915 Crores.

GeM Catalogue Listing Process

The GeM Catalogue Management System enables the Sellers to broadcast the complete list of products to all the government departments after GeM Registration. The sellers can create or manage their product catalogues and update stock details online on the GeM portal. The process for GeM catalogue upload is as below:

  • GeM Category Creation – The seller can request the creation or modification of a product category if the required category is not available.
  • Brand Name – The seller can add a new brand or select an existing brand.
  • New GeM Catalogue Listing – The seller can create a new product listing with details, specifications, pricing, and documents.
  • Clone Existing Catalogue – The seller can clone an existing catalogue to create a new listing. Product name, description, price, and images can be updated.
  • Edit the Product Catalogue – The seller can update or modify an existing catalogue by editing the details.

GeM catalogue approval time will depend on the brand type and seller type. It will either get auto-published / go for GeM approval / OEM approval or both. After the approval. The catalogue will get the Gem catalogue id.

GeM Catalogue Creation - New Category Process

In some cases, the vendors can not find the relevant category for their products. To list their product, they can request for upgradation and creation of the new category. Before submitting the request, the vendors have to read the instructions carefully. The process for creation of a new category is as follows:

  1. Select the Request Type and the category.
  2. Fill the description explaining the requirement of the change.
  3. Upload the supporting documents in the required document format.
  4. Click on the Generate request for the category creation. A request ID will be shared on successful request submission.
  5. The Requestor can track the status by going into the view my request section.

GeM Catalogue Management -Cloning Process

The clone process streamlines the GeM catalogue creation and listing of new products easily. It enables the sellers to create new catalogues by duplicating the existing catalogue. This functionality makes it easier to list multiple variants or similar products with minor differences.

The existing catalogue selection saves time and effort for the sellers in GeM catalogue listing. The cloned catalogue can be customized with specific details such as product name, description, price, and images. The sellers can get the Clone ID for any product from the product display page on the GeM e-Marketplace or their seller dashboard.

  1. Copy the product Clone id from the product that the seller wants to clone.
  2. Select the Clone Catalogue Specification tab on the Catalogue Upload screen.
  3. Fill the GeM catalogue ID of an existing catalogue copied by the seller.
  4. Click on Submit the Golden Parameters and it will come automatically.
  5. The vendor can now add the stock details and update.
  6. The catalog is ready for publishing.

After cloning the specifications, sellers need to ensure that changes are made to at least one specification, otherwise the system will not allow them to publish a duplicate catalog. If the seller wants to sell an existing product, use the catalog Pair functionality instead.

GeM Catalogue Upload - New Product Creation

The product upload process is divided into five stages for complete GeM catalogue management. The Seller needs to complete every stage for GeM catalogue creation and publish it.

  • General Information - Product category, Brand, Golden Parameters
  • Catalogue Information - Model, Product Name, Product description
  • GeM Catalogue Price & Offering Quantity - Authorization Number, Agency, Date, Validity Country of Origin, SKU, Upload MRP documents, offer Price, delivery locations
  • Product Specification - Product description, Material, other requirements, certification, relevant documents.
  • Images - Front View, Side / Top / Back View of the product, Interior / Close- up / Other View of the product

Sellers must provide a valid BIS number for certain categories while GeM catalogue creation. Products are reviewed in the order of submission as GeM does not give priority to products, even if they are part of an ongoing bid. Resellers are required to upload authorization documents for categories where OEMs list products. Once a product is published, its specifications cannot be changed, except for the offer price.

GeM Catalogue listing Timelines

The product is approved as per the GeM catalogue approval time. The time for processing of a product approval request is 4 working days, excluding the date of submission. The request, based on details, will be approved, rejected or notified.

For incomplete or shortcoming details, the request is notified or rejected. The seller needs to resubmit the request with the required details or information for re-examination. The timeline of the resubmitted request is again 4 working days.

The repeatedly re-submitted requests will be rejected if submitted without the proper details. The applications with incorrect information in the initial attempt will also be rejected.

Product Catalogue - Key Instructions

The vendor has to follow instructions to complete GeM catalogue upload and listing.

  • Sellers must regularly update all offerings in GeM catalogue listing including price, inventory, delivery locations, and discounts. It helps to keep the list active and avoid penalties or caution money forfeiture.
  • Any offering not updated for 45 days will appear under Offerings Expiring Soon.
  • Offerings not updated for 60 days will be marked as expired, and will shift to the Expired Offerings section.
  • Expired offerings that remain inactive for another 60 days will be completely removed. The sellers will need to re-upload or re-pair them to resume selling.
  • The sellers must carefully review delivery locations, as failure to supply products to listed locations for Direct Purchase orders or GeM Registration can result in penalties.
