The Indian Railway Electronic Procurement System (IREPS) is an advanced online platform for procuring goods, works, and services tenders for Indian Railways. It enables secure transactions with digital signatures and encryption, ensuring transparency and efficiency in railway procurement.

To participate in IREPS tenders, vendors must complete the IREPS registration process, obtain a valid User ID and Digital Signing Certificate (DSC), and access the portal via IREPS login. The system allows vendors to search and bid for railway tenders, leasing contracts, and material sales. It also provides modules for Notice Inviting Tenders (NITs), bid submission, evaluation, and help desk support.

IREPS Registration Fees

Registration on the IREPS Portal is mandatory for participating in e-Tenders, e-Auctions, and Reverse Auctions and is FREE for new contractors. Vendors can register through the "New Vendors/Contractors (E-Tender)" link under Quick Links on the IREPS website. However, obtaining a Digital Signing Certificate (DSC) is essential for registration and bidding, and its cost depends on the vendor’s chosen certifying authority.

System Readiness for IREPS Login

Before registering on IREPS, ensure your system meets the following requirements:

  1. Digital Signing Certificate (DSC):

    Obtain a DSC from a licensed Certifying Agency (CA) approved by the Controller of Certifying Agencies (CCA), India. The DSC must be stored in a USB token for secure authentication.
  2. Java Installation:

    Install or update Java Runtime Environment (JRE) to avoid login errors like "Failed to Open Web Signer." If a Java Security Warning appears, click "Continue" to proceed. Closing or cancelling may prevent login, requiring a browser restart.

IREPS Registration Process for Vendors

To access all features of the Indian Railway Electronic Procurement System (IREPS), vendors must complete the IREPS registration process and log in. Critical functions like bidding on tenders, viewing reports, and participating in e-auctions are only accessible after successful registration. The registration process involves multiple steps, covering firm details, statutory information, and document submission.

  1. Basic Details :

    The Basic Details tab collects essential information about the firm, including:
    • Firm Details:

      Name, business nature, country, state of registration, year of registration, and proprietor/partner details.
    • User Details:

      Name, email, and contact information of the primary user.
    • Statutory Details:

      GST number, PAN number, and tax details.

    The registered email ID serves as the permanent username. Each firm has one primary user who can add or remove secondary users. Both primary and secondary users can bid, manage documents, and respond to counteroffers. Primary access can be transferred, and firms can bid only in their registered modules: Goods & Services, Works, or Earning Tenders. After submitting this section, a Request ID is generated.

  2. Constitution Details -

    This tab defines the firm’s legal structure, such as:
    • Company:

      Requires details of all directors.
    • Partnership Firm:

      Requires partner details.
    • Proprietorship Firm:

      Requires proprietor details.
  3. Approvals and Registrations -

    This section includes approvals obtained from statutory bodies or government agencies. Vendors need to choose registration category & sub-category and Add multiple approvals, if applicable.

    For Micro & Small Enterprises (MSEs), this section is crucial for availing government benefits. Categories include Coir Board, Handicraft & Handloom Directorate, District Industries Centre, Khadi & Village Industries Board, NSIC, and Udyog Aadhar Memorandum. This tab applies only to Indian firms; foreign vendors should skip it.

  4. Statutory Details -

    Vendors must provide:
    • GST Details:

      If exempt, specify the reason. Foreign firms should select "Not an Indian Firm".
    • PAN Details:

      Mandatory for all Indian entities except government departments. Proprietors must enter their personal PAN. Foreign firms are exempt.
    • Registration Details:

      Indian Companies "Registered with Registrar of Companies", Foreign Companies "Registered/Incorporated with Authorized Agency”, Partnership Firms – Registration with the Registrar of Firms is optional.
  5. Document Upload -

    Required documents depend on the details provided in previous sections. The system may auto-fill descriptions for certain documents. Vendors should ensure that all uploaded documents are in the prescribed format.
  6. Sign & Submit -

    Before final submission, vendors must review all details and digitally sign the application using a Digital Signing Certificate (DSC).
  7. Monitoring IREPS Registration Status -

    Vendors can check their registration status using the View Status of My Registration Request option by entering their Request ID. The IREPS team typically processes registrations within 3-4 working days. Once approved, vendors receive an email confirmation with login credentials.

By following these steps, vendors can register on IREPS, conduct an IREPS Tender Search as per their needs, and seamlessly submit Railway Tender Bids.
