Bihar Tenders - Bidding Process

Bidders must complete all tabs, like General Info, Experience, Terms & Conditions, and Attachments, for successful participation.

  1. Bid Submission

    The vendor needs to fill in the general information:

    • Click the Bid option under the tender’s action list.
    • Accept the Terms & Conditions and select the DSC.
    • Enter Quotation Reference Code, Bidder Offer Validity, and save it.
    • Link the DSC encryption key using Add Key.
    • The saved general info auto-fills the tender templates in the future.
  2. Payment Proces

    The vendor needs to make payment as per the sections below:

    • Tender Fee:

      Pay online, and the slip can be downloaded from the History tab.
    • Tender Processing Fee:

      Same as the tender fee.
    • EMD (Earnest Money Deposit):

      • Choose either online or offline payment mode.
      • For offline: Enter bank details and upload supporting documents. Challan can be downloaded for NEFT/RTGS submission.
      • Use EMD Exemption if applicable as per the tender notice.

    Once all three payments are successful, the system will display Due Amount as 0.

  3. Experience Details (General & Work)

    • General Particulars:

      Add remarks, download templates, edit them offline, and upload.
    • Terms & Conditions:

      Answer each clause and upload the supporting documents.
    • Work Experience:

      Fill in details like Bid Capacity and Litigation History.
    • Attachments:

      Upload documents in 3 Tabs - Tender Attachment, Attachment, and Required Attachment. Upload or use the e-Briefcase option.
  4. BOQ Submission

    • BOQ:

      input the values as per the tender format.
    • Final Bid Submission:

      Review the inputs and sign with DSC. The vendor can download the acknowledgment.
  5. Tender Rebid

    • Bidders may revise and resubmit bids any number of times before the closing date
    • Visit the Transaction option, select Bid Listing, then Submitted Bid, and Rebid the tender.
  6. Bid Authorization Process

    • Go to Transaction, then Bid Listing and Submitted Bid
    • Click Authorized Bid Opening and authorize it by select DSC
  7. Withdraw Bid Process

    • The bid can be withdrawn by visiting the Transaction, then Bid Listing, and Submitted Bid
    • Select Withdraw under action and accept the terms and conditions
  8. Download Spot CS

    The bid can download the spot CS by visiting the Transaction, then Bid Listing, and Submitted Bid

    Click on Download Spot CS and select the report type - The Bihar tender CS will download in the selected format.
