GeM Procurement Methods

GeM offers various procurement methods listed as below:

  • Direct Purchase:

One of the simplest procurement methods on GeM is Direct Purchase, ideal for transactions involving amounts less than INR 25,000. This method allows buyers to directly purchase goods or services without the need for a competitive bidding process, facilitating quick and hassle-free procurement.
  • L1 (Lowest One):

For transactions exceeding INR 25,000 but falling short of INR 5 lakhs, the L1 method is used. L1 procurement involves selecting the vendor offering the lowest price among the bidders, ensuring cost-effectiveness while maintaining transparency and fair competition.
  • Push Button Procurement (PBP):

Push Button Procurement is a user-friendly feature introduced on GeM, allowing buyers to create PBP notices for L1 purchases. This innovative method enables buyers to compare and buy products or services up to INR 5 lakhs conveniently with just the click of a button, streamlining the procurement process and enhancing efficiency.
  • Bid/Bid to Reverse Auction (RA):

For larger procurements requiring competitive pricing, GeM offers the Bid and Bid to Reverse Auction methods. Through the Bid process, buyers invite bids from vendors, while Bid to Reverse Auction involves conducting a reverse auction to obtain the best price quote. These methods facilitate transparent and competitive procurement.
  • Intent of Buying (IoB) Procurement Advisory Consultancy (PAC):

The Intent of Buying (IoB) PAC method allows buyers to procure specific products tailored to their requirements. This method involves seeking expert advisory services to identify and procure the right products or services, ensuring alignment with the buyer's objectives and needs.
  • Custom/BOQ Bids:

In cases where the required goods or services are not available on the GeM platform, buyers can opt for Custom/BOQ Bids. This method allows buyers to specify their requirements through a Bill of Quantity (BOQ) and invite bids from potential vendors, enabling procurement of specialized items not commonly found on GeM.
