Product Categories on GeM will now be classified into six quadrants based on the nature of the Products offered, profile of Stakeholders (Buyers/Sellers) and Business Intelligence derived from the transaction data available on GeM platform.
1. CMS Quadrant 1 (Q1):
This group allows only GeM-validated OEMs to list and manage product catalogues. OEMs are solely responsible for catalogue accuracy, quality, warranties, and after-sales services. GeM oversees compliance through OEM whitelisting and periodic validations.
2. CMS Quadrant 2 (Q2):
OEMs provide a list of authorized resellers who can pair their offers with the OEM's catalog. Resellers update prices, stock, and delivery details independently, ensuring up-to-date offerings. GeM monitors availability and performance metrics for consistent service.
3. CMS Quadrant 3 (Q3):
Both OEMs and authorized resellers can create or manage product catalogs. OEMs must validate reseller catalogs and assume responsibility for product quality and after-sales commitments. Resellers may create catalogs if OEMs have not done so, subject to OEM approval.
4. CMS Quadrant 4 (Q4):
OEMs and resellers share catalog management, with OEM catalogs used exclusively for reseller pairing, without any requirement of further authorization of any kind by the OEM. GeM moderates and controls product and market operations to ensure quality and compliance.
5. CMS Quadrant 5 (Q5):
This specialized quadrant caters to Self-Help Group (SHG) products under a unique framework. These categories are created under the L1 category "SHG Products". The quadrant Q5 is auto assigned to these categories. Sellers can only upload products as resellers, with no OEM dashboard or brand creation options.
6. CMS Quadrant 6 (Q6):
The Q6 Quadrant is exclusively for ODOP category where only OEMs can upload the catalogue; resellers will be able to pair the catalogue with OEM’s catalogue.

The dashboard enables OEMs to validate listings, update product specifications, ensure warranty, and maintain catalog accuracy to build transparency, accountability, and seamless collaboration on the GeM platform.

Q4 Categories:
OEMs validate and approve reseller catalogs.

Resellers pair with OEM catalogs without requiring OEM approval.
3. Re-seller Catalogue Approval Process:
In Q3/Q4 categories, new reseller catalog uploads require OEM approval within 72 hours. OEMs must approve or reject with recorded reasons in CMS, allowing resellers to appeal directly against rejections. If OEMs fail to act within 72 hours, their product uploads will be paused until pending reseller requests are cleared.

OEMs can upgrade their brand from "Unregistered" to "Registered" upon trademark registration, updating their existing listings. -

Resellers upgrading to OEM status after vendor assessment gain full OEM dashboard privileges for their existing catalogues.
6. Reseller Undertaking:
Resellers not approved as authorized must provide an undertaking when uploading products, accepting orders, or participating in bids
