Food Corporation of India (FCI) Tender Tripura GEM-Auction

Bids are invited online through GeM Portal for auction of Unserviceable Dead Stock Articles lying at FSD CHANDRAPUR, HG MADHAVBARI AND HG ARUNDHUTINAGAR on “AS IS WHERE IS BASIS”. The bids will be received from companies / bidders willing to participate online through GeM (Forward Auction) (https://forwardauction.gem.gov.in/eprocure/home) only and shall be opened as per SOP of GeM. AUCTION SHALL BE CREATED IN GEM LOCATION-WISE AND THE BIDS ARE INVITED LOT-WISE. THE ITEMS SHALL BE SOLD TO THE BIDDER WHO WILL QUOTE THE HIGHEST RATE FOR RESPECTIVE LOT (i.e., LOT WISE ITEMS INDICATED IN THE LIST OF UNSERVICEABLE ITEMS AS DETAILED AT ANNEXURE-I) AND NO BID WOULD BE ACCEPTED FOR ANY PART OF THE LOTS.Scope of Work: Disposal of unserviceable & obsolete items which have been discarded and are no longer usable by this office or units under this office. Lot-wise, location-wise list of Unserviceable Dead Stock Articles at FSD CHANDRAPUR, HG MADHAVBARI AND HG ARUNDHUTINAGAR has been enclosed as Annexure-I.Terms and Conditions: (A) The unserviceable dead stock articles can be inspected by the prospective bidders at the Locations from where the lifting of the unserviceable/obsolete articles will be affected between 11.00 AM (1100 hrs) to 3:00 PM (1500 hrs) on any working day during the tender period. (B) The FCI does not provide any guarantee on definite quantity or particular quality of stocks available to the buyers.(C) Conditional bid shall not be entertained.(D) The FCI reserves the right to cancel the bid at any stage without assigning any reasons thereof. All bids shall remain open for acceptance for a period of 60 days from the date of the auction. And the FCI reserves the right to extend the period upto 90 days.(E) All intending bidders should deposit amount of EMD / Bid Security for the Lots for which bidding is intended before participation in the auction in the form of NEFT / RTGS in Account Name: FOOD CORPORATION OF INDIA, Account Number: 43583719725 IFSC Code: SBIN0000002. EMD of the unsuccessful bidder shall be returned without interest on finalization of the Auction and the EMD of the successful bidder will be converted into Security Deposit and shall be adjusted with the total cost payable as per bid for the lots concerned lots. The bidder has to indicate the requisite details / transaction No. (UTR No.) of such payments along with the application for participation in Auction. Details of Lot-Wise EMD to be deposited is as per Annexure-I.(F) The application / Bid form & Declaration (Annexure-II & III) shall be filled in a manner legible and accurate and to be uploaded at the time of EMD updation for the particular auction in GeM.(G) Bidders must upload the copy of address proof (Voter ID Card / Aadhar Card / Driving License / Passport), PAN Card and GST Registration Details (GST No., etc.) at the time of EMD updation for the particular auction in GeM. In case, the uploaded documents are not readable and consequently the bid cannot be examined, the bid of the firm may be rejected for the same reason.(H) ALL DOCUMENTS AS MENTIONED ABOVE DULY FILLED AND ATTESTED HAS TO BE UPLOADED IN GeM AUCTION PORTAL ALONGWITH PROOF OF EMD. DOCUMENTS SHALL BE CHECKED DURING ACCEPTANCE OF EMD.(I) After Finalization of bid, total amount of the declared quantity in each lot shall be paid by the successful bidder within 10 working days of confirmation of sale. (J) If on the confirmation of the sale, the successful bidder fails to pay the bid amount as mentioned in point No. (I) above, the bid shall henceforth be cancelled and re-auction of the lot will be conducted. Earnest Money deposited by the bidder (converted to SD) shall be forfeited and the FCI reserves the right to take such action against the bidders as per rules in vogue.(K) The bid shall be by lots. All the taxes and other charges of any nature whatsoever levied by authority shall be payable by the bidder in addition to the sale price before he shall be entitled to remove (lift) the goods from the depots / centers.(L) After depositing of the balance amount in full for respective lot by the successful bidder, release order will be issued by this office. Delivery will be Ex-Office/Godown. The goods sold shall be removed by the bidder from the site of accumulation within the period specified in the release order. Permission to lift the articles would be given only during the working hours on all working days on presentation of copy of release order issued by the Divisional Manager, FCI, Agartala, to the bidder. The bidder will make his own arrangement for transport / labour and will not be entitled to claim any facility or assistance for transportation / labour from the Food Corporation of India. (L) In case original bidder wishes to take the delivery of stocks purchased through a representative, the bidder must make a request to this office regarding the same and this office will issue an authorization letter to the representatives for taking delivery at site. The authorization letter issued by this office shall be presented to the officer in whose charge of the store is held along with valid ID proof. (M) The lots are sold on “As is Where is Basis” and they shall be removed by the bidder with all faults and not with-standing any error or mis-statements of description, measurements, quality / quantity, weight enumeration or otherwise and without any question on the part of the bidder and no claim shall lie against the FCI for compensation. (N) The bidder will not be permitted to select any portion out of the lots sold to him. The bidder should satisfy himself thoroughly as to what is offered for sale before bidding for any lot and shall be deemed to have had noticed of all defects and faults, whether rendering the goods, un-merchantable or otherwise as aforesaid which he might have discovered. (O) If the stocks sold are not lifted within the time and date given in the release order, the bidder shall be liable to pay storage charges at 5% claimed on the sale price of the said articles or portion thereof remaining un-cleared from the date following the last date of the free period given in the release order, till the date of complete lifting. (P) Evaluation Criteria: The successful bidder will be the one who offer the highest rate per Lot of Unserviceable Dead Stock Articles as detailed in Annexure-I. (Q) The bidder shall not subject, transfer or assign the contract or any part thereof without the prior consent of Food Corporation of India. (R) The Food Corporation of India reserves the right to withdraw from sale of any lot or lots advertised in the catalogue prior to the acceptance of any bid for such lot/lots without assigning any reasons thereof. (S) At any time FCI, Divisional Office, Agartala may modify the bidding document by amendment thereto. The amendment will be notified on GeM only, which will be binding on bidders. Bidders should regularly visit the website https://gem.gov.in and keep themselves updated.
