GeM Products - Complete process for GeM product upload, search and registration

GeM is the government portal, introduced for the procurement of the product and services. The sellers can list their product and services to participate in the government procurement process. GeM product upload process can be done online through a simple catalogue creation process by the sellers.

GeM Products requires the sellers to add product specifications, brand details, and images. The sellers are eligible for sales after their products are successfully listed on the GeM Portal. The seller needs to complete their GeM Registration and business profile to make themselves eligible to upload the product on the GeM portal.

GeM provides various procurement methods for buyers to purchase the product and services such as Direct Purchase, L1 Purchase, Reverse Auction, Forward Auction and more. After uploading the gem catalogue, the seller becomes eligible to participate in the GeM tenders and other procurement process.

GeM Product Upload Process

The seller needs to complete the GeM Product specifications, pricing, upload supporting documents and images

  • Login to the portal by entering the credentials user id and password.
  • Click on Catalogue, Select Add New Offering from the product section.
  • Enter the product name or any relevant keywords for GeM Product Search and find the product category.
    • List of Product Categories matching the keywords will be available.
    • Vendors can check the relevant GeM product category.
  1. General Information
    • Select the category and Brand name. If Brand is not available then request for Brand Addition.
    • Fill all required details.Golden Parameters, Description, Material.
    • If the product is already in the GeM marketplace, it will be shown for pairing.
    • If the seller choose the pair catalogue then system will skip Step number 2 i.e. Catalogue Information and ask you to update the Offering quantity and Price details directly.
  2. GeM Catalogue Information - The seller has to fill in the catalogue information for uploading new GeM products.
    • Mandatory fields - Model, Product Name, Product Description
    • Optional - Video url, Product Page Link
    • Select if there is any active / current bid for this catalogue.
  3. GeM Product Price & Quantity Offering
    1. For OEM’s
      • Mandatory Fields - Authorization No, Authorization Agency, Authorization Date, Authorization Validity, Country Of Origin.
      • If the OEM is selecting the country of Origin as India then declare the Local content as per PPP - MII Policy. Mention the % Domestic content and accept the Declaration
      • If the OEM selects no for the above, he still gets the option to select whether the product is being manufactured as PPP- MSE OEM and opt for Make In India (MII) declaration.
      • Startup - The OEM can declare itself as a startup and select DPIIT Registered Startup or Non DPIIT Registered Startup and accept the declaration.
      • Select the manufacturing Address from my account
      • Optional - SKU (Stock Keeping Unit), HSN, MRP in INR
    2. For Resellers
      • Mandatory Fields - Authorization No, Authorization Agency, Authorization Date, Authorization Validity, Country Of Origin.
      • If the country of Origin is India, then the reseller also needs to mention PPP - MII as per OEM above.
      • Optional - SKU (Stock Keeping Unit), HSN, MRP in INR
    3. MRP process for GeM Products
      • MRP - Update the MRP with the supporting documents.
      • Offer Price - Update the offer price including tax and duties.
      • Discount - a minimum 10% discount on MRP is mandatory. The price entered will be locked for 10 days and cannot be increased for the next 30 days.
      • Delivery location
        1. Zone - All the states of that zone will be selected.
        2. District - All the zip codes under that district will be selected.
        3. Pincode - The vendor can choose specific Pin codes.
      • Accept the declaration and fill the remaining Product specifications.
  4. GeM Product Specifications
    • Product Details - Add the product description, material details, other requirements, certifications and other details as per the product.
    • Catalogue Upload Documents - The vendor needs to upload one document from these documents.
      • Document / spec sheet / datasheet having details of the product model, provided by the OEM
      • BIS Certificate / License
      • OEM Authorization document
      • GST Invoice showing pack size, model number.
      • Other mandatory License for the GeM product category (FSSAI license, PESO Certificate, CE European, USFDA Certificate, CPCB / Certification by the CPCB Authorized agency)
      • Any other documents mentioned.
  5. Images for GeM Products
    • The vendors have to upload original product images on a clean white background without watermarks, seller logos, text, packaging images, sketches, or any edited/distorted elements.
    • Each image should be a maximum 300 KB and JPG or PNG format, with a clearly visible brand name for branded products.
    • Three images from different angles such as front, back, side, top, interior, or close-ups to show complete product details.
    • Only full single-product images, accessories should appear only if they are part of the actual offering.
    • One image showing composition details if this information is printed on the product box.

The vendor needs to accept the terms to publish the catalogue and will get submission confirmation. The completion of each stage ensures faster approval and visibility in the GeM product upload process. on the GeM platform and vendors can see their product on the portal. After successful listing, each product is assigned a unique GeM product code. This helps buyers and sellers perform GeM product search and identify the exact product on the portal.

GeM product approval time will depend on the brand type and seller type. It will either get auto-published / go for GeM approval / OEM approval or both. Once a product gets published the vendor can not make changes in that catalogue except the offer price. The seller can see the GeM Product list of the approved products after the product published

GeM Products - Resubmit the notified Catalogue

When a catalogue is rejected, the seller receives a notification from GeM Portal. Once notified, the seller must correct the errors and re-upload the required details or documents.

  1. The seller can see the notified catalogue under the Notified Products tab.
  2. Seller can only edit the required changes as suggested by the Admin.
  3. Resubmit the catalogue as per GeM product category.
  4. It again goes under the admin clearance section to be approved by the admin.

GeM Catalogue - Supporting Documents for MRP

The seller can upload the below listed documents to show that the mentioned MRP is valid. The invoices or order documents should not be older than 6 months.

  • Photo of packaging showing MRP with any other relevant details visible. (Quantity, mass, no. of pieces, model number, brand/company name)
  • Product brochure provided by OEM showing MRP with other relevant information
  • Past government orders showing MRP details / Purchase order with any private or Govt entity showing MRP details.
  • GSTIN Invoices showing the MRP details.
  • Import documents having MRP details.
  • MRP Declaration on OEM Letterhead signed by Competent Authority of OEM
