The concept of Deemed OEM on the GeM portal expands sellers participation by allowing eligible vendors. The deemed OEM meaning​ that the vendor is regarded as OEM even when they do not own or manufacture the original product. The Deemed OEM is certified based on GeM Vendor Assessment and certain criteria such as technical expertise, ownership of the product or import rights.

Deemed OEM will be helpful particularly for importers, brand owners, and system integrators where they can showcase products, manage the catalogues and nominate resellers of the brand name on the portal. This facilitates procurement and maintains the standards. The Deemed OEM GeM will have to go through the process of verification as per the Government e-Marketplace Portal.

Deemed OEM requests for Government e-Marketplace (GeM) are validated, thereby allowing for the consideration of only those vendors who meet the required standards. The vendor also needs to submit a Deemed OEM certificate from the OEM confirming the authorization.

  • Authorizing OEM registered on GeM: Application rejected instantly for the reason, Request for Deemed OEM panel cannot be considered as the authorizing OEM is registered on GeM.
  • Authorizing OEM not registered on GeM: An email is sent to the authorizing OEM to confirm the authenticity of the letter of authorization provided by the vendor. After sending out the mail, the OEM is given a period of 3 working days to respond to it. Depending on the response,
    • Confirmation: Further processing of application subject to completion of documentation requirements.
    • Non-response: Rejection of application due to lack of confirmation.
    • Negation: Rejection of application with corresponding reason.

The total time taken for validation purposes is just 5 working days from the date of application submission. The vendor can manage the resellers, catalogues and GeM Products after the approval.
