Auction Type: The disposal shall be conducted through a Forward Auction on GeM. The scrap materials shall be sold to the successful/highest eligible bidder, subject to fulfillment of all applicable auction conditions. Categories of Scrap: The auction covers metallic, non-metallic, plastic, paper, cardboard, glass, wooden and other miscellaneous scrap materials as enlisted above. Auction Basis: All materials shall be sold on an “As Is Where Is”, “Whatever Is There Is” and “No Complaint” basis. Bidders are advised to inspect the materials before participating in the auction. Earnest Money Deposit (EMD): Bidders are required to submit an EMD as part of the auction participation process, only buyers who submit EMD will be allowed to participate in the bidding.Minimum Reserve Price (MRP): The Seller shall fix the Minimum Reserve Price (MRP) for the materials. Bids below the prescribed reserve price shall not be considered for acceptance. Payment Terms: The successful bidder shall make 100% payment of the accepted bid value, along with applicable taxes, duties and other charges, within 10 days from the date of conclusion/award of the auction, or within the period stipulated in the GeM auction. Collection of Materials: The successful bidder shall arrange for loading, labour, transportation and removal of the materials at their own cost and risk. The materials shall be collected from the designated premises within 10 days after receipt of full payment, or within the period specified by the Seller. Responsibility for Removal: The successful bidder shall ensure that the premises are not damaged during the removal of scrap materials. Any damage caused to the Institute's property, building, equipment or infrastructure during loading or removal shall be made good by the successful bidder at their own cost. Environmental and Legal Compliance: The successful bidder shall comply with all applicable Central/State Government laws, environmental regulations, waste-management requirements and other statutory provisions relating to the handling, transportation, recycling and disposal of the respective scrap materials. Paper and Confidential Records: Any paper materials containing patient information, institutional records, personal information or other confidential information shall be handled and disposed of strictly as directed by the Institute. Such materials shall not be copied, photographed, disclosed or misused by the successful bidder. No Sub-contracting: The successful bidder shall not transfer, assign or subcontract the awarded disposal work to any third party without the prior written permission of the Seller, wherever such permission is required under the auction conditions. Right to Reject: The Siddha Regional Research Institute, Puducherry reserves the right to accept or reject any or all bids, wholly or partly, and to cancel or modify the auction process in accordance with applicable GeM rules, without assigning any reason. Finality of Auction: The decision of the Seller/Competent Authority regarding acceptance of the bid and disposal of the scrap materials shall be final and binding, subject to the applicable GeM rules and conditions. GeM Terms: All bidders shall be bound by the General Terms and Conditions of GeM and the specific terms and conditions of the Forward Auction. In case of any conflict, the applicable GeM rules/auction conditions shall prevail.
