OEM Panel in GeM: Guide for Functions, Features and Registration Process of GeM Dashboard

When a particular OEM or Reseller completes GeM Vendor Assessment or VAE (Vendor Assessment Exemption) for approved categories, they become eligible for the GeM OEM dashboard on the seller portal.
The Brand - OEM dashboard on GeM is provided to the seller after verification and confirmation by the portal. The seller can effectively manage the resellers and take care of all other issues related to their product catalogue being the OEM of the particular brand.
OEM Panel GeM - Functions
The GeM OEM Panel allows sellers to request the dashboard for the category with a VA or VAE. The OEM panel in GeM provides various functions depending on the product category:
- Q2 Category Products
- OEMs can upload authorization codes for resellers. Resellers use these codes on their panel to get authorized.
- OEMs can review and process price change requests submitted by resellers.
- Q3 Category Products
- Approve or reject catalogues uploaded by resellers.
- Add or remove resellers associated with their brand by marking them valid or invalid.
- OEMs can manage and remove authorization codes linked to invalid resellers.
- Q4 Category Products
- Approve or reject catalogues submitted by resellers.
How to Apply for GeM OEM Dashboard
The registered sellers can apply for OEM dashboard GeM as per the below process:
- Vendor Assessment - Vendor Assessment or VA Exemption is mandatory for OEM status.
- OEM Panel - The seller can apply for the OEM panel in GeM by visiting the My Account section. GeM OEM Panel will enable the seller to apply for Brand-OEM Dashboard in the Category in which they have valid VA/VAE.
- Brand OEM - The seller needs to submit the request with following details:
- Category - Choose the relevant product category.
- Brand Approval - Select your registered brand or apply for a "Brand New".
- Upload Documents - Submit the documents with Registered Trademark Certificate (as per the GeM category).
- Submit - Accept the terms and submit the request.
- Account Approval - The GeM Dashboard account is activated. The list of all the approved OEM dashboards will be visible.

GeM OEM Dashboard - Functions
- Manage Reseller Authorizations - is specifically available for Q2 Category.
- Generate authorization codes for resellers.
- Share the authorization code with the reseller.
- The reseller uses the code during pre-authorization.
- OEM reviews and approves the request to grant GeM OEM authorized dashboard reseller status.
- Manage Approvals
- Validate or invalidate resellers after they submit a pre-authorization request.
- Approval is based on the authorization number provided by the OEM.
- This section is divided into three tabs for streamlined management including the Catalogue, Seller, Authorizations.
OEM Dashboard GeM - Resellers Authorization Code Generation Process
It is possible to achieve efficient management of authorizations via the GeM OEM Dashboard, through which manufacturers can manage and control reseller authorizations through effective authorization codes and approvals.
- Access GeM Dashboard - The current Authorizations, Add Authorizations and Bulk Upload Authorizations options are available.
- Current Authorizations - The details of current authorized resellers are visible OEM with Category, Brand, Code, Seller details, Authorization Valid from / to details are available. The OEM can de-list a reseller using the Remove button.
- Add Authorization - The vendor can add authorization with following details: Category, Brand, Authorization No, Authorization Agency, Authorization Date, Authorization Valid From, and Authorization Valid To.
- Bulk Upload Authorizations - There is the possibility of bulk upload / download of authorization details through CSV files.
- Review Codes - Unique codes have to be created for individual sellers, who are also provided these codes.
- Submit - Upon submission, the authorization code is successfully generated.
OEMs should ensure unique auth codes to be generated for unique sellers. These authorization codes need to be shared only with the relevant sellers. Upon using Special Characters in Authorization Code, the system will give an invalid authorization code prompt.
OEM Dashboard on GeM - Reseller Authorization Request Approval
The OEM receives reseller–authorization code pairing requests submitted by resellers and has the authority to approve or reject these pending requests. During this process, it is the OEM’s responsibility to ensure that the authorization code is used only by the intended reseller for whom it was originally issued.
- Seller Tab - OEM to check the Seller tab to view pending authorization requests.
- Approve Seller - The OEM validates the authorization code, after which it is moved to the Authorized status under the Seller tab.
- Select the relevant seller and click on ‘Valid Sellers’ to approve the request.
- Once authorization code is validated, it will show authorized status under the seller tab.
- Once the OEM approves the request under the seller Tab, the GeM OEM authorized dashboard reseller and able to upload the catalog.
- Invalidating Seller
- OEM should ensure that only the correct reseller for whom the code was generated has used the code for authorization.
- In case of any wrong seller, the OEM can select the seller and click on ‘Invalid Sellers’ to reject the request.
- OEMs need to provide a valid reason for rejecting the seller’s request.
GeM Dashboard - Manage Catalogs Approvals
The OEM can efficiently manage catalogue approvals for Q3 category products through the GeM OEM dashboard. Below is the defined process for managing Q3 category catalogues:
- Select Brand - The OEM selects the category and then selects the brand as per the category.
- Review Requests - OEMs can view requests raised by resellers, such as catalogue approval and MRP approval, under the Catalogs tab.
- Review Catalogue - The product information Id, Type, Title, SKU, Category, Seller, Created at, Status will be visible. Carefully review the catalogue details and click on Approve Catalogue to proceed.
- Enter MRP - The OEM must enter the MRP applicable to all resellers for the product at the time of approval. The OEM also needs to enter the minimum discount applicable for all resellers.
- GeM Catalogue Approval
- After receiving approvals from the OEM, the GeM Catalogue will be sent for approval by GeM Admin.
- After this process, the user will receive a message of success, and the catalogue will be shown on the platform.
- GeM Catalogue Rejection
- In case there is any mismatch between the MRP of the product offered by the reseller and the one offered by the OEM, the catalogue gets rejected.
- The admin provides the reason behind the rejection, helping the seller comprehend the problem better.
OEM Dashboard GeM - Review Catalogs Changes
Any alterations done by the reseller in an already existing product catalog are evaluated through the OEM dashboard GeM in Q3 and Q4 products available on Government e-Marketplace. The OEM must either accept or reject these alterations within 72 hours. It is essential that the OEM provides valid reasons for the same in the CMS.
- The Q3 and Q4 Upload the catalog After which, the catalog will be sent to the OEM Panel GeM (if applicable) to go through a review. This is then assessed by the OEM through the managed listings in GeM Dashboard.
- The OEM can choose to endorse the catalog by pairing with it, or it can decide to end support for it. The key thing is that once the catalog is terminated, it will not be able to upload it again.
- Product Discontinue - The OEM must carefully review and verify the following conditions before proceeding with the discontinuation of a catalogue:
- Products should be discontinued only if they are completely End of Life (EOL).
- Discontinuation is also allowed if the uploaded product specifications are incorrect.
- Once discontinued, the product cannot be restored under any circumstances.
- The reseller’s stock for the discontinued product will also be removed.
- OEMs and resellers cannot upload any new product with the same specifications as the discontinued item.
