The L1 meaning in tender refers to Lowest One. This stands for the person who provides the lowest quote amongst all those who qualify for technical feasibility. It is an important term that is applied to guarantee fair play in the process of procurement. Just quoting the lowest rate does not mean obtaining the L1 position. The seller should have completed his GeM Registration and meet all the prerequisites and product specifications for the quote to be selected.

L1 in tenders is a very important tool that can be used for achieving cost-effective and competitive purchases on the Government e-Marketplace (GeM). This is because L1 will enable buyers to find the most economical solution.

How L1 Works on GeM Portal?

The process of L1 evaluation on the GeM portal is highly organized and transparent in order to make sure there is fair procurement. The process begins by publishing the bid on the portal, which has all the information about the requirements and other necessary information for the sellers.

  • Bid Publication - Buyer puts out tender specifying the required specifications, quantity, deadlines, etc.
  • Seller Participation - Interested sellers put forth technical and pricing information
  • Technical Evaluation - Buyer evaluates the specification and other information provided by the seller

L1 Process in GeM and Comparison

The L1 purchase in GeM process begins when the buyer logs into the Government e-Marketplace portal. Select the required product category in the Market section, and apply relevant filters. The Buyer needs to review Product specifications, where Golden Parameters influence the L1 process. For purchases above ₹50,000, buyers have to compare the products. The buyer must confirm the purchase intent and upload the financial details. The purchase is completed through OTP, eSign, and DSC authentication.

In the L1 comparison process buyers compare products above ₹50,000 by adding three OEM options. The system automatically identifies the lowest-priced (L1) product, displaying options from lowest to highest. It allows specification comparison, enables downloading the comparison sheet, and lets buyers add the selected L1 product to the cart.

Local Filter for L1 Purchase for Difficult Regions

Local Filters for Difficult Areas are introduced to geographically filter the seller in L1 purchase. It favors sellers who are close by in order to avoid delays and minimize logistics risks. There is also a special local filter tool that is designed for the L1 to allow selecting sellers based on their geographical location. The Buyer can select the local seller but the difference between the local seller and national seller should be less than or equal to the 50%, if they exceed then it will not allow them to make the purchase.

Common Reasons for L1 Bid Rejection

The proposal may be disqualified because of lack of compliance and other mistakes during the proposal process. The buyers have strict standards for evaluating the bids, which include technical compliance, documentation, and bid eligibility criteria.
